Yes rays can be kept together. Male and female combination only become a problem if a male wants to mate and the female doesn't. Females tend to show more aggression in my experience.

ratio of males to females is usually not a problem....

if you want to breed them try to get more females then males. Also try to make sure that they are not coming from the parents to help avoid inbreeding

Usually around the 2 year mark but I've heard as early as 1 1/2 years
