How Long Before New Tank is Not New

My tank is three months old, how long before a tank is considered "established" and not prone to new tank syndrome? My parameters are dead on but I'm still getting things like brown algie(sp?) with my sand substraite? Thanks

The standard peckerwood issue definition for an established tank is:

ZERO- Ammonia
ZERO- nitrIte
<40ppm- nitrAte
and stable...

Thanks for the quick responses. So,, I'm established and too many phosphates I guess. Sorry for the spelling! I guess my Actinic lighting is helping my Java fern and anubia, too much brown algie. I guess I need to play with my lighting a bit.
