How many F8 puffers in a 46 gallon tank?

I have a 46 gallon tank and would like to keep F8 puffers. How many could I keep? Also, How would puffers do with a dragon goby?

Also... I heard that there needs to be plenty of places in the tank for F8 puffers to explore because they get "bored". Any ideas on how to set it up and what decorations to put in there?

I would keep 3 F8s. I had success keeping mine with a DG.
