i bought a 38g all glass tank with wood stand for $40 and was wondering how many fish i can put in it wanting to over stock maybe jalos, acei, yellows, albino socolofi

Id say 5 Yellow labs, 3 Acei, 4 Socolofi... and you have to be more specific with "jalo".... Jalo is a collection point... "jalo reef"... there for there are more than 1 type of African Cichlid that has that tag... but I would say 3 and add 2 synodontis to clean up the bottom they make less waste than your plecosthemus
(EDIT)... ok Im guessing youre referring to the Cynotilapia afra jalo reef... the most common species collected there (did some research)... so yeah... 3 would be good
Make sure youre running high filtration, overstocking is fine as long as you have the tank prepared to handle the load

What are the dimensions of the tank? A "tall" tank does very little good to mbuna. More than likely you'll be limited to 2 or 3 species of smaller species. Ps. acei will be a no-go for sure, they grow too large and need swimming space that is only offered by 4'+ long tanks.
