Definitely only one male, and possibly ~2 females if you're keeping them as pets. Or a trio of females. Males can get quite territorial and will chase away other males; I haven't observed any female anoles fighting, but I suppose it wouldn't be completely illogical to assume they are territorial to some extent. Significant amounts of clutter is also recommended. If you're just using them as feeders, then probably up to 30 (if you don't have moral qualms about overcrowding and significantly decreasing quality of life for the lizards).
For a fire skink I would say 40g tank minimum. Make sure to have enough substrate for it to dig.

I agree that a male and 2-3 females is the best way to go. Green anoles are surprisingly aggressive and you may wind up with the dominant male (and female) killing off others. Mine had to be separated from a giant day gecko twice his size to protect the gecko.
Getting a whole group of juvies and letting them figure it out (similar to cichlids) may work, though there would be a lot of fighting.
