I have posted a few threads looking for fish that I could comfortably keep in a reg 20 gal tank I'm pretty sure that convicts can live in it but my question is how many ?? and I really don't want to breed.

A colony of shell dwellers would do great. Other than that a pair of the smaller angels or a small harem of German rams.
Edit: as far as convicts maybe 3 females although I would stick with one female and some livebearer targets.

I have bred convict pairs in 20 gallons before, though bigger would be better. Three females might work if the females are not particularly mean. A lone male would be what I'd do, with some fast dithers like danios
I would consider dwarf cichlids like apistos or rams. Add some cories or tetras like neons.
Actually just setup a 20 L inhabitants are 4 Bolivian Rams, 2 female German Blue Rams, and 4 Banjo Catfish.
