How many neon tetras can be in a 90g rectangle with a Cascade 1000 canister, and 50g HOB filter?

At least. I once had 100 black neons and 50 buenos aires tetras in a 100 gallon tank and it was awesome!!
Yeah 40 should be just fine. I've got a total of 24 (mix of neon and green neon, but still) in a 110 liter, about 1/3 the size of your tank, and it is not at all crowded.
Man, I would've added more if I could still get them for $1 a piece.
I use the 1in/g for fish that grow more than an inch in size. When dealing with small schooling fish like neon/cardinal tetras I use the 2-3x tank volume for stocking if they are the only inhabitants. This works well especially if you are going to be doing a heavily planted tank.
