How many neons can live in a 90g tank?

Yeah 40 should be just fine. I've got a total of 24 (mix of neon and green neon, but still) in a 110 liter, about 1/3 the size of your tank, and it is not at all crowded.
 
I use the 1in/g for fish that grow more than an inch in size. When dealing with small schooling fish like neon/cardinal tetras I use the 2-3x tank volume for stocking if they are the only inhabitants. This works well especially if you are going to be doing a heavily planted tank.
 
I have about 80 adult cardinals in my 150g. Looks about right, not to crowded not to empty.
