How many plants is enough to make my fish feel safe?

What percentage of my tank should be covered with plants for my fish to feel safe?

I have 2 schools: rummy nose and black neon tetras.
low light
20 gals

i heard 50-75% of the tank

What do you guys think

The more cover you have, the less swimming space they have. The rummynose will do better with less cover, the black phantoms will do better with more cover.
