I have 3 male guppies and 6 female guppies and a fry. My question is how much do I feed them and how often. They always act like they are starving but I do not want to over feed them.

Yep, they don't need much and they don't have to be fat to be full. Every one has opposing views on the amount of time it should take the fish to eat the food. Just look at the size of the fish and relize there stomach is smaller than they are, just use your best jugement.
I am sure you won't have to worry about them starving do to most hobbiest are overly generous when it comes to food.

No not that .. 2 times daily, watch them eat you will notice their interest change in a short time. I would think 30 secs is too short. 3 mins may be right but less fish is less time cause there is less pushing & shoving & more eating.
if they blast it in 30~45 secs then add the same amount again.. your goal is to not leave extra food in the tank. make sure thy eat it or remove it. remember they will eat forever if you feed them forever.
