From personal experience, I will give an exapmple of what I do........For a 100g.....I p[lace two AC101 and a canister filter.....As time went along, I learned how to build wet dry filters for under $100.....So buildiny a DIY wet/dry-sump is not onlybeneficail for the fish but also good for the owner(you) in enjoying the hobby more........
8 seems to be a good turnover rate, but knowing your set up will help, also you should be able to figure it out once set up for a little while, but start with around 8 and see how that goes for you

I alway go for 4X as the min. For example if I had a 100 gallon tank, I would have a filter that had a 400 gallon flow rate.
You also have to be careful of how manufactures state the performance of their products. IMO all of them overstate that their filters can do. Most test and measure the flow rate without any media in the filter. Once you add media and factor in some ware and tare, you can cut that measurement in ½.
