how not to build a diy overflow?

He built it to handle the waste from his drip system. It is low flow, so that overflow will do the job.
 
Looks a bit overkill for such low flow, but it will do the trick.
 
Does that thing actually work? How do the pipes 'suck' the water up?
Doesn't the water level have to rise first to even create enough pressure to push the water over the corner of the aquarium?

I mean, a sump relies on a constant flow of water through the pipes, creating a suction effect, but these tubes are dry, how are they going to suck the water over the corner of the aquarium?
