I would say at 4", a silver arowana would only be a month old.
Your arowana's right eye isn't too bad yet, you can still try to fix it.
I had an arowana that jumped and got DE in the left eye, I covered the front, back, and the sides of the tank and left a little bit at the top.
I also fed it floating food only. (very important)
In 2-3 weeks it healed. If you treat it when it first appear, the success rate will be much higher.

Silver aro carry a yoke sack for the first month of their life. Once the yoke sack is absorbed they are about 2" long. A 4" aro is going to be 2.5-3 months old.

thanks Yanfloist and Brian.... glad to see some reply... so if i put it together my aro should be around 7 mnths for 12"....

and yanfloist you said you left some opening on top... did you mean the top surface itself or the front pannle top...

I covered the entire back, side, and then I covered 75% of the front. But if you cover the entire back, sides, and front and just leave the top cover, that's even better.

i would have no issues in covering the whole tank as this is a GO... but i have a RTC in there as well.... would that be a problem or just leave a small section at the bottom open? what do u suggest?

I never had a RTC so I don't know how aggressive they can be. However, even if you cover the tank everything completely, I don't think that the RTC would act any different than it is now. Leaving a section at the bottom open could distract your silver but you can give it a try if you are worried about the RTC. If all goes well, your silver's eye should improve, if not completely at least slightly.
