how to cure goldfish with both dropsy and bladder disease

i have a medium sized goldfish with both dropsy AND swim bladder disease, it was fine when it was at the store, the scales are sticking out, the stomach isnt bloating or anything, when i feed it, it swims like normal but if its resting, it lays on its back. can it still be saved? so far i have been giving salt water baths hoping to kill any bacteria, hope it works. its only been about one week in my tank, i have some others healthy disease free fancy goldfish in there.
also just curious, i have two butterfly fancy goldfish and their eyes are huge, is it possible for them to get pop-eye?

Another treatment that is recommended for fancy koi is gentamycin sulfate or oxolinic acid. It is also reported that food with to high a fat/protien vs bulk fiber can lead to a tendency towards dropsy in goldfish and koi.
