How to cut out silicon???

ok so I haven't been able to get a clear answer on how to remove the silicon in a glass tank before resealing it. Are you supposed to remove all the silicon that gets in contact with the water or are you supposed to leave a small strip of it? Please help clarify this for me pics or any advice would be appreciated.
 
I have always removed all of the silicone, Since fresh silicone does not adhere well to cured silicone.. but i am not a pro
 
I suggest lots of new sharp razor blades and a scraper/handle to hold them. As long as the glass is not loose you can cut out all the silicone from the inside. Do not cut between the panes of glass unless you intend to totally disassemble the tank. You must remove all the old silicone.
