How to determine flow rates in GPH (Bulk head overflows)

I was curious how do you determine flow rates in GPH... according to the circumfrance of a bulkhead...

for example. a 2" bulkhead over flows at a rate of 600 gallons per hour... ( i dont know the real answer just an example) I need to figure this out so I know what size of pump to get. and also how many holes i need to drill... any idea or answers would be apprecieated! thanks
