How to hook live bluegil?

I can pretty much guarantee that its illegal to use bass for bait. It's illegal here and everywhere else I've been. As for the bluegill, hook it through the back, behind the dorsal fin.
yea i think fish and game would be pretty pissed if they saw you casting out a baby bass lol. and they aren't nice
when fish for catfish i often hook them through the back as stated before when fishing in low current situations. if the river is moving i will fish them behind the boat and hooked through the lips.
Hook em just under the back top fin..Bluegill that is...This way the fish can stay alive and swim around. You can't use a bass for bait. 
as previously stated hook in the back behind the dorsal fin, if using for catfish my personal preference is to take my knife and half scale them stick the knife up the vent and cut the stomach open, as long as u dont cut major organs they stay alive for quite a while and the smell/action tends to drive cats wild in my experience
