How to Properly Clean Out A Used Tank?

I have a 90 gallon that I have in my garage and I need to clean it out. I have washed it with water but I heard you are suppossed to clean it out with vinegar and water. It has no algae in it but just dirty. So what is the best/proper way to clean out the tank?
 
Ive never heard of using vinegar, I had always taken the time to scrap it clean with a razor blade. Bleach and water works well, just wash it thoroughly and let it dry completely before adding anything to the tank
 
as long as you didn't have a disease problem or hard water scale, if water is all you needed, it's fine.
 
Just wash with water and you will be all good. Dose with prime if your worried once setup.

Vinegar loosens hard water scale. Works very well and only needs a rinse.

If your super worried about it one part bleach to 10 parts water.
