How to remove detritus/planaria from a tank with fresh water black diamond sting ray?

Detritus and planaria go hand in hand. Don't worry too much about the planaria, they're harmless enough and will go away as quick as they came. They just look unsightly on the glass if you have them bad. The excess detritus is the main issue, and not just for attracting planaria, as you're finding out, but your parameters will deteriorate more rapidly if it's not removed too. And given that rays prefer cleaner water than most, then you really need to address the detritus issue.

Do you vacuum your substrate regularly? Do you remove uneaten food quickly? Would you consider yourself a heavy feeder? Do you have good circulation where waste can be taken away via your outlet? All things to consider.

.....agreed with above, what is your setup?.....tank size, filtration system, water change schedule, tank inhabitants besides the ray and feeding schedule?

My tank size is 5'/2'/2'..I vaccum the tank everyday after feeding my fishes..I remove around 15% water and fill in new fresh water..Tank mate is a blue base crossback Asian arowana..the feed is hikari sticks and prawns..I might be overfeeding the fishes..I feed them 3mid size prawns and around 10hikari sticks..both fishes are around 11inches.. I am using a top filter for filtering I don't think it's enough.. should I add one more top filter??

What exactly is this "top filter"?

Top filter is a filter that is kept on top of aquarium glass..outside the water

Interesting, never seen one like that before,I wouldn't mind trying one out.Though not sold commercially around here I have heard of similar units and they were referred to either as overhead or above tank filters.I suspected you were either referring to an above tank unit or a hang on power filter. While I'm not sure of the size of your topfilter I suspect that it isnt big enough to keep up with your fishes waste output....by themselves, rays are capable of producing large amounts of waste matter.

Okay..I'll add one more..will 30% water change every day eliminate these worms?
I can't do any major water changes as it's very cold here and I don't have that much RO water..
Should I add some medicine..I don't even add Rock salt as it might mess up with ray..any products or medicines that will help

Yeah, place another filter on your tank and the larger water changes should help as well..I would not bother with any medications or salt as they could annoy the ray and,as was said already, the worms are harmless. They are merely an indication that something is amiss.
You should consider eventually getting a bigger tank with a filtration system to match as that ray is going to need as much space as possible.
By the way, which country are you in?
