Keep ventilation and moderate to high humidity in an enclosure when the climate the enclosure is in such as in a house in northern California isn't humid?
 
For ventilation it is best to have side vents or vents near the bottom....which is not possibly if you are using a standard tank with a screen lid...best to look into different caging options. humidity is going to be a pain to keep high if you are using any sort of lighting in addition to that ventilation. You can use substrate that holds humidity well in addition to daily mistings, maybe a few live plants...or you can invest in a fogger that you can set to mist automatically.
what are you trying to care for exactly?
 
Vents low in the tank will allow less humid cooler air to escape and keep the more humid warmer air in the enclosure...

Moving water with a heat source increases humidity...

Utilizing a substrate that retains moisture well (such as cypress or cocfiber) helps maintain humidity.
