How would you stock this river/creek bank themed 40B?

I would say the tank temperature can range from 60-82, which rules out most of my native creek species as it gets too warm. I can do a heater to keep the minimums up but a chiller is not an option.

I do have a Green Sunfish in another 40B but they don't care about anything lol.
 
Not sure if they’re available in the US,but an Aussie native, purple spotted gudgeon pair, would be cool! Any temp over 10° Celsius 👍🏼

I am a big fan of the barb/danio+ loach set-ups. A lot of hardy options. I know many are found in a wide range of temperatures, just be mindful that some river fish are not going to take well to 83F. I think the common wisdom for a lot of these species is to keep them under 81 but on the other hand when I look at the area they are from I see the waters often reaching 85F in the summer.

If it was me I would try some golden barbs, kuhli loaches, and dwarf chain loaches. All three are found in a large range of temperatures and in my opinion are beautiful.
 
If heat is a problem and you mentioned a chiller is not a option i use to freeze a 12oz water bottle and drop it in my 55 gallon in the summer
