i have used Rio for several years, their good when used continously but is known to get "stuck" when stored dry. If this happens you would need tap the pump or open the pump where the impeller is and turn the impeller manually to loosen it.

I sometimes (actually most of the time) plug and just turn the cover that holds the impeller, and before totally removing the cover, it starts right away
