I just bought a hydrometer today and it reads my tap water as 1.002 and the gravity I want to reach is 1.002. Is it a mis-reading?
 
It is very hard for me to believe that city water has any salt content to it... I would aerate the water overnight and try it again in the morning. There may be some suspended metals or other elements throwing off your test...

I know you're supposed to tap the plastic with a pencil to get the air bubbles from bringing the needle up. Which I think is the problem, but tapping it doesn't make them come off.

How do I make the bubbles come off the needle?

And I read on a site that it said add 2 tablespoons of salt for every gallon when starting off with brackish water. Do I need the hydrometer or do I just do what it says?

The temperature of the water will also give you false reading. I've learned a costly lesson with the hydrometer (no matter what brand name). Now, I only use the refractometer to keep my salt water tank healthy. It's cost more than the hydrometer but will give you peace of mind.
 
Well Badman's tropical fish told me to add 2 tablespoons per gallon, so I started out with 1 1/2 tablespoons per gallon last night, and it's morning and they're swimming around and eating more lively than in freshwater.

Only problem is now that my 8 inch pleco is in the other 75g, no one is in this one to clean it :(
