Hystrix stingray requirements

Could I keep a hystrix stingray in a 220 gallon tank(72x24x30) permanently and if so can they be kept with peacock bass

You will get conflicting answers about aquarium size but personally think the Hystrix would be fine with proper filtration wc's. Tbh no experience with PBass.

I would not keep cichlas in that tank. Most of the cichla species grow to 60-70cm and are fasthitting feeders.

To be honest with you I am going to be keeping a trio of them in a 180. My 2 males are only 8" in diameter and my female is roughly 11-12". I personally feel they will be fine in there permanently. I have a 55 gallon sump loaded with k1 and other biomedia and a 2500gph return pump. So plenty of filtration. I think you will be just fine!
