Hydrocynus tanzaniae. No doubt. There is absolutely no chance that fish is brevis or forskahlii as it has color on both lobes of its tail. Its obviously not a goliath. The only options left are vittatus and tanzaniae and it doesn't have the correct morphology for vittatus. Lets look at pictures of my verified tanzaniae and vittatus for reference:
