My local pet store owner told me to set the temperature to 28C is that good or is the water toooo hot for the fish ????

Congratulations on the new tank.
I do hope you are planning on an upgrade in size fairly soon as with that stock it will out grow that tank very quickly.Are you aware the the oscar will get to 12" in time and the arrowanna will maybe hit 2-3ft.
And the shrimp will not last long in there either,it will becme a quick snack i would imagine.
You are goigg to need to cycle the tank as well prior to introducing the stock.
How are you planning to filter this tank?
Edit: stock level way to high for 60 litres unless for just a few weeks.

I won’t keep them for long, I got a deal from my local store owner, I will give him the fish back every 1 or 2 month and take a new type of fish (without any extra payment). I a year time or so I will understand how to care for fish and their eating habits, cleaning, heating, etc… then I will get a 250 LIT tank and fill it with what I liked the most..

Anyway if you are only keeping them for 1-2 months each, you will not have time to "understand how to care for fish".
You should read first, in order to understand the basics (like temperature). Then, gain some practice having appropriated fish for your 60lts (16g) tank. Small sized species of fish (meaning fish that stay small once they are adult and not fish that are small because they are babies but will grow....)
Then, in a year or so, when and if you upgrate to the 250 lts (69g) you mentioned, you will be able to have medium sized species of fish (perhaps the parrot, I don´t know much about them).
In some years to come IF you upgrade to a big aquarium, you may think about the other big fish you mentioned (specially the arowana).
Take your time and buy fish appropriated to the aquarium you have at the moment. And keep them for as long as you can. Ideally until they die of age; that´s the only way to really learn about keeping fish.
Holding them for 1-2 months and them trading them for others is not "fishkeeping"...
i just got that deal coz fish IS SOOOOOOOOOOO expensive in my country.... and i think now that i will get a bigger tank and keep them coz i am falling in love...
