My 10 gallon water keeps smelling like rubber or Clorox for some reason, every time I try to put a fish in thier, the fish has some white stuff all over it’s body and almost dies, someone help

The more information you provide the better and more accurate a diagnosis you will probably get. A picture, some precise history, and some water parameters would be a minimum, I think.
