I NEED help!!! in buying a camera!!!

I was wondering if you guys had any suggestions for a camera. Right now it is just a thought but as money comes i might buy a camera.
I will say before hand though... IT CAN NOT BE DSLR!!! i really want ones but my parents wont allow it. it will be a point and shoot.

These are what i want for the camera.

QUICK shutterspeed
Would be nice if it had manual settings
Has to be SMALL
HAS to be under 250 dollars.
Takes good aquarium pictures of SMALL fish.
You can get closer then three inches, or has a good zoom.
So far i cant think of anymore but i am not worried about having high megapixles but over 6.0 would be nice.
Please post input and if you are suggesting a camera PLEASE post an average picture you took with it!!!

Canon is the best brand of point and shoot for the price. Get the best one in the brand that your price range will allow. I don't own a Canon anymore since I bought my Nikon DSLR, but in the point and shoot world, Canon can't be beat on overall performance IMO. Do your research online: I was able to get my old point and shoot refurbed from the manufacturer on ebay for a rediculous price in like new condition. Best of luck to you.
