What kinds of monitor lizards stay under 2ft and where can i get one. And if anyone knows any websites that sell freckled monitors that would be appreciated.

I'm pretty sure that the closest you'll get to a commonly available 2' monitor is an ackie (Varanus acanthurus) which gets to be a bit over 2' long.
You're in luck; I just found a place that has those for sale: 2011 Hatchling Varanus tristis tristis. I'd jump on getting on ASAP before they're all sold.
V. timorensis also stays small, between 2-2.5 feet. But it sounds like you need to do a little more research first before running out and buying a monitor lizard.
