My rescue Convict has many issues. He has 1 issue that I have no experience with. I need help from the experts. What is this on his caudal fin and how do I treat it?

Looks like an ulcer possibly from water conditions before you rescued him.
Sorry I'm don't know enough to identify that either. Is it just a white spot, or is it a bump that protrudes out some? I can't tell from the pics if it has a soft fuzzy texture/coating or is it smooth like it's showing through from under the skin?
I wouldn't think Melafix would hurt it. Even if's not something that will treat whatever that is, I think it would help with your Convict's overall healing and recovery in general.

Poor guy! Melafix and Pimafix are fairly mild and have antibacterial /antifungal properties so those, along with plenty of water changes to keep the water clean, should help.
If it is fungus I would recommend the jungle brand for medication-Fungus Clear, my JD had some fungus and it healed him fast, like really fast. And it's really cheap too
I looks like a pimple. I've seen these before. Just not on my fish. I started Pima/Mela fix. Its not affecting him at all. Dude is a tank and eats everything
