I need some professional opinions here, would it be possible to put one silver arowana, 1 clown knife, and 1 oscar in a 250 gallon tank with excellent filtration and frequent water changes? What about in a 300 gallon? 350 gallon?

Also, with the occasional live feeder comet, how long should I quarentine and how many feeders can fit in a 25 gallon?

well im not a profesional in fact i know less than most of the people here i learned most of the stuff i know now from them, but i can help you with the feeders. you should only put a bout 20 0ne inch feeders MAXIMUM in a 25 ,thats if you want your feeders to be slightly healthier than the ones at the store. the healthier the feeder the more nutrition for your fish and less of a risk of passing on disease and parisites to your fish, and the less fish you put in a tank the healthier they will be. the poor feeders you see at pet stores usually 200 in a tank are very stressed and unhealthy and a stressed fish usually has a lot of parisites and disease .as for the stocking arowana question i wouldnt know never kept them hope i helped

I'm not a professional either, but I would suggest that you use guppies instead of goldfish as feeder fish because guppies you can easily breed you own and know that they are healthy also they produce much less waste than a goldfish.
