i am about to buy a 75 off of this guy it is a year old and has glass hood light undergravel filter(i dont like them) gravel decoration and heater he wants 150 he told me to make him an offer what do you think it is worth what should i offer him

Generally pay 1 dollar per gallon. Doesnt sound like youre going to use the filter so theres a demerit...

For everything in there even if your not using the filter I think a hundred would be a pretty good deal.

I think you should go see it in person, and then be like this isn't exactly what I had in mind. By saying such, you allready made it clear that your not paying his asking price...then see what happens and if he comes down, the worse he can say is no.
