It looks to be duck lips . He wont survive long . I would isolate this fish immediately and turn off your tank heat as heat progress's this disease very quickly . There is a section on the disease and health issues section you can read to try to save your fish but it may very well be too late especially the way he looks now . Good luck .

my last FH died from DL. I had a RT that Died too from DL. I think my water was too high temp and lip damage?

I heard DL disease grow from warm water.
and
I think Tx dont need too warm water . imo
I think they are ok at 80-84
