http://www.tattoojam.com/ This one seems to be better suited to your needs.

"Tattoo Jam is a Tattoo Forum and Tattoo Community where tattoo artists and tattoo enthusiasts can talk about tattoos and gain tattoo advice."

First, Get a sketch pad, and Sketch, Doodle, Trace, and Sketch some more. Have someone tell you what to Sketch. Then Sketch It. After your done. Let them look at it, tell you what's wrong and do it again..

After you've done all that. Go to a local studio with said Sketch Pad, Or Pads (The more the better) and tell the owner you want to learn the art of tattooing. Tell him that you love to draw, sketch etc and show him what you got. The next part is Apprenticing. (Can take years depending on state you live in) Get some $$$ for your own equipment and go from their.

Sounds like a great way to start, if your looking in to it for a living.

if you can find a shop were you can apprentice(thats going to be kinda hard in some areas)as for at advice ,I am a tattoo artist(licensed) the reason alot of forums dont give advice is they dont want alot of folks trying to tattoo and harming people or spreading disease without proper training.
It took me 4 years to find an apprenticeship,so if you are not going to be deticated it might not be the thing for you,but if it is there are several things you can do to prepare along the way.
1.Sketch,sketch,sketch(all things not just what you like)
2.learn as much as you can about equipment(parts ,functions, etc)
3.learn all proper terminalogy(example-tattoo machine not tattoo gun, this mistake alone will kill an apprenticeship,so learn all you can)
4. study other artists
5.if you can practice on your self(not others)my thighs was my practice canvas(my thighs are my time line as i progressed,i can always look back, plus no one ever sees them anyway, always have on shorts in the summer)
6.do something tattoo related every day(sketch, read, study, talk to artist, etc)
7.go to conventions great place to meet artist, show your work find good equipment, etc
8.buy the best equipment you can afford(stay away from beginner kits most are garbage, good work equals good equipment)
Anytime you need help or want to chat drop me a pm

Advice from someone who's been their done that is always worth listening to.

Draw, Draw, Draw

Get tattooed by the best artists in your area and watch/pick their brains.

try to build up a sketchbook portfolio of finished tattoo related drawings, so you can bring this to show tattoo artists that you are looking to apprentice under.

Draw some more.

read/study tattoo magazines and books to learn different styles, composition, placement, and the history of tattooing.

Draw even more.

Keep going back to the shops even if they turn you down. Keep bringing more drawings. A lot of times artists will keep turning you down just to see how much you really want it.
