tire track eels..these are f/w eels will they get along with a teacup ray? and a dragon fish? or would he be ok in a 55gall?

I have never kept a ray but have found that although some tire tracks don't get along with other spiney eels they are usually safe with other fish that are at least 1/3 their size.
Remember that they do get large, over 28". If you get one at 6" it will be pushing 18" in under 18 months.
