iam buying a filter ,suggestion help plz!

Given the two choices, I would go with the first one only based on the rating. The second filter works for up to 20 gallon tanks while the first one is rated for up to 33 gallon tanks. You always want to go bigger on filtration.
 
I wouldn't get either one of them. I would get an Aqua-Clear 200/50. You pay $20 for the filter and then pay electricity to run it. Thats it . You almost never have to replace the inserts, just wash them in water from the tank ever couple of months. I use a 50 on my 20 gallon tank. I love it. I wouldn't give it up for nothing. Did I mention that you can add virtually whatever you want to it? You could even use it as a refugium if you want.

I am with everyone else on this. I have an AC50 on my 20 gallon grow out tank that is working perfect.
