I'd suggest one of those ich treatments at a LFS, as well as raising the temp, and maybe a little salt. (But I think neons don't like that.)
For more hardy fish like Cichlids, I just do the water temp raise, water changes, and it takes care of that.
Be careful treating Ich in a planted tank. Many of the medications can harm or kill your plants. The best thing to do would be to remove the fish and treat them in a hospital tank if at all possible. If not, I'd be very careful treating it in the tank. I've never had to treat it in a planted tank, but I'd find out what other experienced plant keepers have used successfully before adding anything. In the mean time, I'd raise the water temperature and double water changes.
I have personally never had ick in my planted tanks. You should remove all the fish, and treat them in a QT tank, and leave them there for at least 3 weeks. If you can't do this, just raise the temp in the tank to 86dF slowly.
I just got rid of it in one of my pike tanks. All I did was change 30% h2O, add a tiny bit of salt (too much will kill plants), and raised the temp to at least 86f, at times it hit 94f for at least 2 weeks. Now Im ich free and no harm to my plants or fish (from the treatment, I did lose 3SDs and 1 nice 4.5'' c.sveni to the sickness)
I'd be careful raising temperatures above 90F. Temperatures above that severely limit the ability of water to retain dissolved oxygen. An air bubbler would be a must.
