Peacock eel.
all the peacock eels I have seen have had distinctive "eye spots".. where as this one has nondistinct spots all the way from head to tip of tail

Not a peacock, those only have 3-6 ocelli (spots).
I am thinking it is the Mastacembelus mastacemelus from Iran, Turkey, and Syria area of the world, it gets at least 24" and has been reported as large as 40". It is a popular food fish and has even been aquacultured.

looks like a plain tire track but it could be a mastacemelus

Its a young tire track. It will get more spots as it gets bigger. With the white substrat it will have a washed out look to it as well.
