I know nothing about africans but my step-dad bought a African and forgot what kind it is here is a pic it is about 1"-2" He is currently housed in a 20H but will soon go to a 75

Looks like a juvenile victorian cichlid. I honestly don't know what species it is, because it shows no sign of colors and must be a female or it might just be very young. Does your dad still remember anything when he bought it?
Unfortunately, I don't think you're ever going to get a positive ID on that fish without any signs of color, etc. The fish is also far too young to be giving an ID. Best thing to do is let it grow out and have it put some size on. Until then, we cannot give you an accurate ID.
If it is an inch and a half then I would guess it is quite possibly a female just by the yellow anal fin and the rounded top fin. If it is indeed a female and a victorian you will never get a positive id.
