Ya not a Niger, it is too brown, where as nigers are darker almost black.

I think it is an Oxydoras. Which species - hard to say for me - strange color. There are only 3 in the genus - kneri, niger and sifontesi. The differences are especially subtle between the last two. http://www.planetcatfish.com/catelog/genus.php?genus_id=253
