Why are they completely different looking. And I can't get the smaller one to grow at all.

Their both common pleco or known as common plecos but they do look different you could have one of each common types or it could be because of the size difference
I'm not sure to be honest.

better pics for sure are needed for a positive ID. On why two seemingly different looking pleco's can both be common, there are several different sub types of common pleco and not all of them look exactly the same. Also each one will vary slightly in its patterning.

However, to my eyes the small one looks like it has spots instead of the typical common pattering, that would definitely make it a different L number. But based on the blurring in the picture that could simply be the standard patterned blurred.

long story short, take better pictures!
 
obviously, you are correct, but when was the last time you saw a fingerprint that instead of twisted lines had a bunch of circles?

Commons don't have spots. (ie a bunch of circles) their pattering is actually akin to the twisted line concept (well short twisted thick line segments), no 2 are alike though, that is true.
