Not that rare. You may want to around on the cichlid forum... they'd know more about them.
 
This is actually pretty common around here in socal. I got my 2 inchers for $4.99 + tax. But at 2 inches they range from $5.00 to $8.00 over here. The bigger they get the more pricey, but not really anything that should break your wallet.

I have some in my pond. Tilapia buttikoferi aren't known for being rare, but they tend to be very aggressive fish. I think the aggression is due to keeping the fish in inappropriate tank size. I have 5 in a 300 gallon pond with a lot of other cichlids and everything has been good for the past 6 months. They are a riverine species from West Africa.
 
ive caught babies of those here in miami, but they are illegal to sell or buy here. the babies are real cute :P
