What is this weird looking plant and bug? the plant has like pointy things in a sphere shape and the little creatures are like round little bugs floating from one sphere to the next?

Its in a FW sump, is it bad or what exactly is it.

They are bad for some inverts and baby fish. They are lije a feshwater sea anenome or something.
