Looks asian and illegal to me .... if they're in the states... ( i say asian because of the barbels and how they are long and stick up and the tail fin area structure) but then again i have a jardini and live in the states so what do i know...look at pictures and body structure comparisons of asian arowana and jardini and you will see what i am talking about ...
 
Just count the number of rows for its scales. Asians will have 6 rows, including the top. By the looks of it, even though not clear, it looks Asian Aro to me
