Definitely a goby, more than likely brackish.
 
Marble goby (actually a gudgeon) has a huge mouth, this definitely has the typical small goby face.
About how big is this guy?

One thing you may want to consider is the goby's chameleon like ability, to mimic, and change color with surrounding habitat, at a moments notice.
The color of the substrate in the OP may influence color pattern, and even spotting prevalence.

I think it’s an eleotris goby, I don’t think it will be easy to get to species though. I can’t find any that has the spotted face and the lined back.
