IT dont look like hole into the head to me.How long has the fish had it?

i just noticed it yesterday.

I don't think it is...but up-ing your water changes to every week is a better option :) Especially with Midas/Devils, they are a very messy fish.

I don't think it is, I think it may either be normal markings or it may have caught its head on something. But I do agree with what SinisterKisses said.

It doesn't look like a case of HITH, however, something you should pay attention to, It looks like in the photo that there is another depression to the left of the eye. See if the fish has anything matching this on the other side, if he does than he's probably ok, if not then it might be HITH or something else.
I agree with the other guys that you should focus on water quality for the next few weeks and see if things improve.

best of luck

I don't think its HITH.

Hole in the Head is a disease of tropical fish which starts with smalls sore on the head above the eyes. These sore grow and eventually penetrate through the outer layer of skin. So it could be the very early stages but to me at the moment looks ok you say you change the water "every 2 weeks" this is not enough as Kisses said if its in your 38Gal i would be doing 2 a week. They think Hole in the Head is the result of poor water quality over a long period of time. Hole in the Head often occurs in aquariums with under gravel filters.

Actually, this disease is head and lateral line disease. It could also pit out the side of the fish. As stated, it generally starts around the head and sensory pit of the fish. It's a bitcvh to treat since the best you can hope for is to knock it down and live with the scarring of the fish.

One of the other potential causes is stray electric current in the water. You can treat the fish with metrodiazinol. One other thing you might consider is adding a handfull of crushed coral to the tank. Water changes are an obvious. Good luck.
