If they live closer, is shipping less?

Shipping costs are based on weight, package size, and zones. Basically, you are talking about zones. Shipping within the same zone is one price. This price increases with each additional zone that the package travels through.
 
I live in Pittsburgh and ordered from rapps. My shipping was about 50 bucks for overnight. And the price is the same for about up to 4 fish as it uses the same box. If that helps any.

Or see if 2-3 other people want to do a group order to spread the shipping costs among a few people verse just ordering yourself.
 
Here in the midwest we have a company called SpeeDee delivery,and we can send overnight within the MN, WI, IA, IL, St Louis and the Dakotas for as little as just over $20.
I sent an @ 5LB package of juvies from Milwaukee to Minneapolis overnight (6 hr drive) for @ $22, and they picked up the styro package at my door.
