500 gallon galvanized stock stank, above ground, on concrete, with a fishmate filter box to agitate the water to keep an air hole open (worked in keeping hole in ice in a 3' above ground pool/pond (1700 gallons) and fish survived for many years, but was on dirt and not cement...

Everyone is telling me that 2 feet will freeze solid when 3 feet did not...the fish mate did a good job in keeping a air hole open...

if I add a 1500 watt sinking de-icer heater, will that be enough to keep enough water from freezing?

I don't know whether or not it would do the job, but if you plan on running that deicer 24/7 during the winter, it's going to cost you some $. If you pay $.10 per KWHr, you are lookinag at $108 per month.

I would ask the folks at Koiphen.com...they should be able to answer your question.
 
If other pond was above ground and did not freeze, that should be ok then. Might not b a bad idea to have a heater as back up come January-Feb. Pick up a few straw bales to put around the sides for a little insuation. People will be throwing them away as part of their fall decorations in the next few weeks.
