1. are flower rays expensive? To some yes, to others, no. Depends on your budget or how baller you are like stated above.

2. what are the "best" rays out there? Best as most expensive? Or best as your own opinion on the species looks/personality etc? I guess to answer it, I will have to says its all on each individuals preference.

3. and why are they illegal in california? My guess would be because freshwater rays are more of a tropical fish and thrives at higher temps. Thus California being a hotter state than most, It will be best to keep it illegal as there are DUMB fish keepers out there that will endanger the fish and the native fish by releasing a non-native fish into the wild.
