read this link http://www.ekkwill.com/acproc.html it says that u shouldnt add aquarium water to the bag water but when i acclimate my fish i open it and float it and add a cup of water every 5 min. etc. its says once u immediately open it u should put the fish in. im lost by the info

That is for fish that have been shipped long distances and have been in the bag for a long time. If they are just from you LFS and have been in the bag for less than an hour or 2, what you are doing is fine

what about if i order from snook on priority mail would i still have to. and also isnt that just acclimating the temp and not the chemistry of the tank water

Because while in the bag while being shipped the fish poops, but while in the bag the ph of the water drops and the ammonia becomes less toxic and the carbon deoxide kinda neutralizes the ammonia. When you open the bag a sudden rush of oxygen comes in and carbon deoxide goes out. When that happens the ph starts to go up and the ammonia is now un neutralized in a sense and the ammoia is now becoming more toxic by the second and can burn the fish.

correct me if im wrong

A good tip someone gave to me once is to put Amquel or Prime into the shipping bag the second you open it to detoxify the ammonia since ammonia isn't toxic until you open the bag and air hits it. You'd have to dose down the amount, but then you could acclimate them to your water more slowly instead of just dumping them in.

i have one exception to the "acclimate slowly by adding tank water to the bag rule" and thats if the fish looks near death or at least quite poorly then the best thing you can do is get the temp up and dump them in, they need that clean tank water faster than a fish thats splashing around and coming across as more distressed.
other than that as mentioned if you get them from 1-2hrs away then the slow method is best and if you get a fish from a shop online then judge each fish on its own merits, splashing then acclimate slowly, near death then dump in and hope for the best.

Where I work there is a grad student doing research on the whole process of what goes on inside a bag during shipping to try to have a higher survival rate during transport. It's pretty interesting stuff.
I believe you are correct. People tend to associate ammonia as being acidic, but it is actually a base. It's the opposite of what you would think. Lower pH makes ammonia less toxic.
