Check and see if there is any debris buildup and clean clean clean or look for damage. Thats the only thing I can think of.
 
I have had this problem with nearly all my Marineland filters. However, I think the biggest part of the problem on the Emps was hard water crust build-up. I had very hard water at the time and the wheels seemed to stick only when there was gunk built up around them or under them.

My Penguin filters are a different story. I have two 330s and one wheel on each has stopped spinning for no reason I can think of. Aggravating.
 
can you spin it freely by hand.If not check the axle and bearings.make sure it has enough water flow.lastly it could have too much buildup,if its too heavy wont spin may have to clean or replace it
 
Change the filters and see if this helps.
I have a Penguin 350B and the only time the bio-wheel stops
is when the filters are plugged and need to be replaced.

1.) clean/replace the filter to increase water flow.
2.) clean the bearings of the wheel. remove the wheel and clean the shafts. clean the bearings in the filter. If they're damaged replace them ( at least on the Eclipse hoods it's a separate removable part )
3.) disassemble the pump/impeller and clean EVERYTHING. I've doubled my water flow by just this. It's incredible how much GUNK collects in there and it slows the water flow down.
 
this happens to my filters once and a while, i love my penguins great filters, i just run my fingers along the wheel pads to wipe them off a bit as it says when you bought it, there is never a need to replace them unless damaged, you just have huge amounts of bio on them, THATS GOOD!
 
I have only had that happen because of crust build up on the spindle sockets or clogged spray bars, a little cleaning fixed it.
 
Imho, are truly amazing bio-filters worthe every penny, and the best invention in the past 15 years....Oh, just do a mild cleaning it will turn again....(To everything turn, turn, turn)
